RULES FOR COMPETITION: 2000-2001 Track & Field Rules, as published by the National Federation, plus any modifications adopted by the California Interscholastic Federation and/or CCS.

QUALIFYING:
I. FROM
LEAGUE TO TRIALS
(NOTE:
League results should be sent directly to the Sub-Section Directors. See
fax numbers above.)
A. The number of qualifiers from each League will be
determined as
follows:
1. Each League must have at least one (1)
qualifier.
2. League enrollment, divided by the total Region
enrollment, multiplied by 24, and rounded up or
down
from .5, equals the number of
qualifiers.
3. If necessary, one (1) additional qualifier will be
added to the League nearest to .5 that was rounded down.

B. Any competitor who is disqualified from an event in
the League Finals, may not advance in that event to
the
Sub-Sections.
C. If an athlete does not qualify for CCS Sub-Sections
at his/her League Championships Meet, but his/her
mark
ranks as one of the top eight (8) performances from the League Varsity
Championship Meets
combined
(North and South considered separately), then that athlete will be added to the
CCS Sub-Section
competition.
This provision is for all events, including
relay's.
II. FROM SUB-SECTION MEETS TO
SECTION SEMI-FINALS
A. RUNNING
EVENTS:
1. Running events (except the 1600m and
3200m): Three (3) equal heats of eight
(8).
Winners of each heat, plus the next six (6) fastest runners from the South
Sub-Section and next four
(4)
fastest runners from the North Sub-Section, qualify for the
Semi-Finals.
2. 1600m: Two (2) equal heats of
12.
Top two (2) finishers in each heat, plus the next nine (9) fastest runners from
the South
Sub-Section
and seven (7) fastest runners from the North Sub-Section, qualify for the
Semi-Finals.
3. 3200m: One (1) heat of
24.
Top 13 finishers from the South Sub-Section and 11 finishers from the North
Sub-Section advance
to
the Semi-Finals.
B. FIELD
EVENTS:
1. Long Jump, Triple Jump, Shot Put, and
Discus: Four (4)
attempts.
The top nine (9) from the South Sub-Section and seven (7) from the North
Sub-Section qualify for
the
Semi-'s.
2. High Jump and Pole Vault: Both
events go to
completion.
The top nine (9) from the South Sub-Section and seven (7) from the North
Sub-Section qualify for
the
Semi-'s.
3. In the event of a perfect tie, both
competitors will advance in that event.
III. FROM SECTION SEMI-FINALS TO
FINALS
A. RUNNING
EVENTS:
1. Running Events (except the 1600m and
3200m): Two (2) equal
heats.
Winners of each heat, plus the next six (6) fastest, qualify for the
Finals.
2. 1600m: Two (2) equal heats of
12.
Top two (2) finishers in each heat, plus the next eight (8) fastest runners
qualify for the
Finals.
3. 3200m: One (1) heat of 24. Top 12
finishers advance to the Finals.
B. FIELD
EVENTS:
1. Long Jump, Triple Jump, Shot Put, and Discus:
Four (4)
attempts.
The top eight (8) qualify for the
Finals.
2. High Jump and Pole Vault: Events go to
completion. The top eight (8) qualify for the Finals.

IV. FROM SECTION TO
STATE
A. CCS qualifies three (3) in each event to the State
Meet.
B.
There is no provision for granting a hardship exemption from competing in the
Section Semi-'s and/or Finals.

AN ATHLETE MUST COMPETE IN THE CCS MEET IF HE/SHE IS
TO
ADVANCE TO THE STATE MEET.
HARDSHIP
CASES: See CCS TOURNAMENT GUIDE:
Section 9.
A. Hardship Appeals are only in
effect at the Sub-Section Meets
B. The Jury of
Appeals:
1. At Sub-Section Meets - Consists of the League
Representatives, and may serve as the final board of
appeals,
if so designated; or it may serve in an advisory capacity, whenever the Referee
desires to consult.
2. At Semi-Finals and Finals - Consists of the
Sub-Section Directors and a designated CCS Staff
member.
C. There are no appeals after the
fact. All appeals are handled immediately and are final.
SCRATCHES: If any qualifier is unable to compete in the Sub-Sections or Finals, the Director should be notified as soon as possible so the Alternate can be notified. Alternates will be inserted into the lane or flight vacated by the athlete he/she is replacing.
STATE MEET SCRATCHES: If any State CIF Meet qualifier is unable to compete at the State Meet, his/her coach MUST notify the CCS Meet Director prior to conclusion of the CCS Meet. No alternates will be allowed after this date (05/25/01).
ELIGIBLE ATHLETES: No athlete will be allowed to compete who is not accompanied by a certified coach or faculty member of the school which he/she is representing.
ENTERING STADIUM: Coaches and athletes will be admitted only at the Participants' Gate.
DRESSING: Locker rooms will NOT be available.
UNIFORMS: As per National Federation Rule 4-3, as modified by the State CIF. Athletes will not be allowed to participate in an event while wearing a hat or bandana covering the head.
SPIKES: All athletes will be checked for 1/4" spikes before being allowed to compete.
BLOCKS: Starting blocks will be provided, and only those blocks may be used.
BATONS: Relay teams are expected to provide their own batons (they must conform to specifications).
CALLS FOR EVENTS: First and last calls will be given for each event. First call will be given 15 minutes prior to the start of the event. All contestants must report to the Clerk-of-the-Course no later than the last call. Any athlete not reporting on time will be scratched. Boys and Girls contestants will be called at the same time.
CONTESTANTS DOUBLING: If a contestant is entered in a track event and a field event at the same time, he/she should first sign out and be excused by the field event judge, then report to the Clerk-of-the-Course. Coaches may check in their athletes for running events while the athlete is competing in a field event. He/she must report back to the field event immediately after completion of the running event. He/she will be allowed 10 minutes to recover before resuming competition in the field event.
MEET OFFICIALS: Meet officials will be assigned by the CCS office. As per unanimous agreement of the CCS Track & Field Committee, field events judges will be provided by assigning responsibilities to Leagues, as follows:

LEAGUES MUST PROVIDE THEIR OWN CREW AND EQUIPMENT NECESSARY TO CARRY OUT THEIR RESPONSIBILITIES. |
WARM-UP: Athletes will warm up in the designated warm up area. Athletes will not be allowed on the track prior to reporting to the Clerk-of-the-Course. Only athletes actually involved in competition will be allowed on the stadium field, and they must return to the stands upon completion of their event.
SEATING: Coaches and athletes are asked to sit in the east bleachers. Athletes and coaches will not be allowed on the field unless they are actually competing or working an event. Non-compliance with this rule may result in disqualification. Coaches who are running field events or performing other Meet responsibilities are not to actively "coach" while in the field area.
TIES: Ties will be resolved in accordance with the National Federation Rule book, or in the case of vertical jumping events, by pre-determined jump-off procedures. Ties in running events at the Trials will be settled by a run-off on the following Monday, at a site and time to be decided by the Meet Director.
FINISH: F.A.T. systems will be used to determine the order of finishes.
SCORING: Scoring will be: 10, 8, 6, 4, 2, 1 in all events.
AWARDS:

Section 12.
At the FINALS: Awards will be presented
immediately following the completion of each event. Track contestants
must report directly from the finish line to the awards area for their
medals. Field event contestants must report to the awards area immediately
following the completion of their event.
ADMISSION:
$6.00 -
General Admission; $4.00 - Senior Citizen; $3.00 - Students, w/ H.S. ASB; $2.00
- Children - 12 & under.
PARKING:
Please be aware that there is
construction in progress at Los Gatos High School, and parking may necessitate a
short walk to the stadium.
PASSES: See CCS TOURNAMENT GUIDE: Section 15.
SPORTSMANSHIP:
A. Each Principal is required by
the CCS Board of Managers to meet with any team/individual from his/her
school
participating in the CCS
tournament to review CCS Sportsmanship
Information.

PRE-GAME SPORTSMANSHIP MEETING INFORMATION SHEET)
B. Performance in the highly charged
emotional climate of play-offs is another step in the educational process for
our
student-athletes. We
wouldn't want it any other way. However, it is essential that such
competition be completely
within
the bounds of GOOD SPORTSMANSHIP. We insist upon that.
Therefore...
Any player or coach who is ejected from a CCS Tournament contest for FLAGRANT MISCONDUCT or UNSPORTSMANLIKE BEHAVIOR will be disqualified from all remaining contests in that sport that season, including the CIF State Meet.
PROGRAMS/T-SHIRTS/HATS: Official CCS Programs will be sold for $2 at the sites. Official CCS T-Shirts will be sold for $12, and Hats for $15, while supplies last.
WEATHER: The Meet will go on, rain or shine.
QUESTIONS/PROBLEMS: Questions or problems regarding the conduct of the Meet should be presented to the Referee.
CIF STATE MEET: The top three (3) placers in each event in the Boys and Girls Divisions qualify for the State CIF Track & Field Meet at Hughes Stadium , Sacramento City College, on June 01-02, 2001. (www.cifstate.org)
Coaches who have athletes qualifying for
the State Meet may pick up ONE copy of the
CIF State Meet Advance Information
Bulletin at the conclusion of the CCS Meet.
EVALUATION MEETING: TUESDAY, JUNE 05, 2001 - 4:00 pm @ CCS Office
IMPORTANT NOTICE TO ALL PARTICIPANTS AND COACHES:
The CIF-Central Coast Section
is well aware that many other school and non-school activities (AP tests,
SAT/ACT tests, proms, plays, holidays, senior trips, religious days, etc.) may
occur during CCS Play-offs. The CCS tries to avoid as many conflicts as
possible; however, with so many activities available for today's
student-athlete, it is not reasonable to assume that all such activities can be
taken into account, and thus, CCS Play-off events will go on as originally
scheduled. Participants and coaches are therefore expected to plan in
advance for such possible scheduling conflicts and make those difficult choices
as to which events will take precedence for that individual. Generally,
although it is ultimately the personal choice of the student-athlete and/or
his/her parent(s), an academic activity should take precedence over an
extra-curricular event.
