In the following structure, would a Head Coach qualify as a Manager of Managers?

The athletes are equivelent to workers.  The Event Coach manages the athlete.
The Head Coach manages the Event Coach - so does this make the Head Coach a
"Manager of Managers" within the structure I have laid out?

I need to know ASAP so I can let these folks know if they're running this
event or not.  Last year there were no D3 Pres Relay teams.  In Maine there
were 5 with 3 of them local.  I'm trying to get some competition out there 
for the D3 teams.  Let me know.
